There is no such thing as "balanced literacy." Phonics instruction is either systematic or unsystematic. The National Reading Panel stated unambiguously that unsystematic (irregular, haphazard) approaches to phonics don't work. Terms such as "balanced literacy," "look say," and "whole language" represent the same creature in different skins. They are unsystematic, ineffective, and devastating approaches to early literacy--no matter how appealing they seem.
